ORDER re: miscellaneous case filed by Jonathan Barno Bey.On July 29, 2021, the Court instructed Mr. Bey to do one of two things. First, if he intended to register a foreign judgment, the Court instructed him to file a certified copy of the judgment that he seeks to register. Second, if he sought to file a claim against any or all of the persons named in his initial filing, the Court instructed him to (a) file a complaint meeting the requirements of Rule 8 of the Federal Rules of Civil Procedure, and (b) either pay the $402.00 filing fee or file a motion for leave to proceed in forma pauperis. Mr. Bey has done neither of those two things. Instead, he has filed a nonsensical document that purports to be, by turns, a trust instrument; a bill of exchange; an affidavit; a security agreement; a &#8220;[n]otice&#8230; in the nature of a Miranda Warning;&#8221; a &#8220;binding self-executing contract;&#8221; and some sort of warning that he intends to attempt to place a lien on the undersigned's property. The Court declines to respond to such a filing. Mr. Bey having done neither of the two things that he had been directed to do in order to move forward, the Court respectfully directs the Clerk to close this case administratively on the docket. The closing is without prejudice. In other words, the case may be reopened once Mr. Bey clarifies what sort of action he intends by filing the appropriate documents(s), and once he has paid the corresponding fee (or has been excused from doing so pursuant to a motion for leave to proceed in forma pauperis). The Clerk is further directed to mail a copy of this order to Mr. Bey at his address of record, and to note on the docket that she has done so. It is so ordered. Signed by Judge Thomas O.
