In 1997, Lamar Burks was indicted for the murder of Earl Perry during an illegal dice game in Houston’s Fifth Ward. Initially, the case against Mr. Burks was dismissed in 1998 due to a lack of credible evidence, as the state’s primary witness recanted their testimony. However, in 2000, the case was unexpectedly revived by former DEA Agent Chad Scott and his task force, using coerced testimony from a DEA informant, Randy Wayne Lewis.
